Wie der Haushaltsexperte der AfD-Stadtfraktion Helmar Wobeto feststellte, wurden gemäß § 3 der Haushaltssatzung 2020/2021 keine üblicherweise notwendigen Verpflichtungsermächtigungen festgelegt, die die Finanzierung neuer Straßenbahnen rechtlich absichern. Das Eingehen von Zahlungsverpflichtungen, die erst in späteren Jahren zu Auszahlungen führen, ist rechtlich nicht vorgesehen.
Dazu der AfD-Stadtverordnete Helmar Wobeto:
„Die VIP möchte in den nächsten Jahren neue Niederflurstraßenbahnen für etwa 41 Mio. € anschaffen.
Zu deren Finanzierung will die Landeshauptstadt #Potsdam der ViP Verkehrsbetrieb in Potsdam GmbH einen Zuschuss von 12,3 Mio. € zahlen. Eine solche verbindliche Zusage ist allerdings nur möglich, wenn die Landeshauptstadt dazu durch die Haushaltssatzung ermächtigt wurde.
Eine solche Ermächtigung liegt bisher nicht vor.
Die Begründung des kommunalen Rechnungsprüfungsamt, ebenfalls unseren Prüfauftrag abzulehnen wodurch auch die SVV diesen ablehnte, ist zweifelhaft.
Wir begleiten das Vorgehen weiterhin kritisch und fordern eine korrekte Finanzierung!“
